Perhaps the most unique of the Dwarven settlements and the home of the Wastewatchers, Chel-Mibtsara is situated in not a mountain, not hills, but a butte. It towers high above the wastes of the former kingdom of Mlakheym, the once beautiful expanse of villages and rivers gave the clan their previous name of Riverwatchers, but those rivers have since dried up, the trees slashed, and the land burnt and salted, so the clan abandoned their name for their current one. These Dwarves are secluded, rarely seeing visitors, and they are rather self-serving, understandably, as there are those who seek to take advantage of what they have.
When they were the Riverwatchers, they were hospitable, friendly, and warm, now, the Wastewatchers are as unwelcoming as the dry earth that surrounds them. This is, in fact, partly due to the fact that their home is an oasis in a canyon region that, while lush at one point, has dried up since Mlakheym’s demise. While there are those lost in the wastes who would seek refuge in Chel Mibtsara, there are those who wish to exploit the last remaining beauty of Mlakheym.
