Mr. Winter is a suave and charismatic Walkyrie, though his looks do not reflect this. Walkyrie of Gambling, Risk, and Bargains, Mr. Winter loves to play games of chance, most often ones that are stacked in his favor. Clad in a pinstripe suit, Mr. Winter rarely gives a fair chance, he sees no point in the “sport of the game.” He and his followers never make an honest attempt when cheating would suffice and guarantee victory. He got his name as a mortal, when he also held the same title of chairman of a casino. He was ruthless to those who owed him money and people began to say that he was “as cold as winter” and the name stuck.

He makes his home of the branch of Sagev, a plane of endless storm. Every inch of this world is occupied by a devastating storm, lakes and seas are occupied by crushing waves and violent maelstroms. On land, tornadoes and blizzards devastate the land. A dreadful, thousand-miles-wide hurricane sits in the center of the world, in the center of which sits The Eye Casino and Hotel, where Mr. Winter spends his time as chairman of the casino, a title he relishes more than Walkyrie of Sagev.

The Eye is a where cosmic beings go to gamble, most often putting souls they hold dominion over on the line. Other Walkyries often find themselves in The Eye occasionally, where they wager souls or, when their luck runs out, striking a deal that gives Mr. Winter access to their world for use in his cruel games. Even the souls trapped in Sagev are encourage to gamble in The Eye, most often playing for their freedom, but always losing and being subjected to some cruel game of torture.
