Caerigalli is a holy city for the Oromasdia faith. It is the home for many Dragonborn and followers of Ordibehesht. The citizens of Caerigalli are the original followers of the Oromasdian faith, and were the ones who welcomed the Opaal to their island and introduced them to their faith. Although the Gnomes that created Pendrop University inhabited the island before the founders of Caerigalli, Caerigalli is the oldest established settlement on the island.
Although those bestowed with the gift of Ost to become Half-Dragons by Oracles were virtuous of soul, those who are filled with sin are also offered the gift by the Omens. The Sinful Dragonborn spread corruption and evil throughout the continent, and the Virtuous Dragonborn were caught in the middle of it. The common people of the realms began to associate the Virtuous Dragonborn with the deeds that the Sinful Dragonborn committed. Even though they were pure of soul, that didn’t stop the common folk from treating them like monsters all the same. They were expelled from their cities, and had no home. The Oracles pointed them towards the island of Kghzin, Isle of Scales, which was thought of as the original home of Dragons to them. They were told to settle beneath the tallest mountain on the island, and they would be protected.
The spot they settled on lay beneath the Cloudlance, which was also home to Caerprax, an ancient white dragon that “survived” the Scaleplague not by consuming cold and commanding worship, but by encasing himself in ice at the peak of the mountain. They built a regal city that was focused on the worship of the Oracles and damning the Omens, whose children were the reason they had to flee. With the addition of the Saints to the religion, monuments were erected in eleven spots around the city, the notable exception being Paal. Although they introduced the Opaal to the faith and encouraged them to continue their worship of Paal, they do not openly recognize her as a saint within the walls of the city as she was not canonized as a Prophet or even offered Ost by an Virtuous Prophet.
The city is inhabited by the followers of the Oracles. Although the city is full of Humans, Elves, and a few Gnomes and Halflings, it is watched over by Dragonborn, who are viewed as the holiest and worthiest of leading. Their mayor, leader of the towns generals and commanders, guild leaders, ambassadors, and so on, are Dragonborn.
